That's a very interesting, and thought-provoking question, so thank you! After some thinking:
I believe there are 3 aspects to nudity; exposure, taboo, and risk:
Exposure I define as how physically naked you are. Are you topless? Bottomless? Short skirt with no underwear? Clean shaved or full bush? Can you cover up? At the lower end of exposure, it could be as simple as having only underwear on below the waist. At the upper end, it could be as much as being completely without clothes, completely clean shaven, and with your hands tied behind your back so you cannot cover up.
Taboo I define as how socially acceptable it is to be exposed there. Bikini at the beach? Low taboo. Just in underwear in the gym changing rooms? Low taboo. Naked walking down the street? High taboo. This also goes for any accessories, so if you're wearing a chastity belt/cage, nipple clamps, or have degrading words written on you that automatically makes it more taboo.
Risk I define as how likely it is you'll be seen. Walking through a busy high street? High risk. In the stall of a public restroom? Low risk. This also goes for how likely it is someone will notice any level of nudity. Short skirt and no underwear walking down the street? Lower risk. Short skirt and no underwear on a very windy day, or in a place with lots of stairs? Higher risk.
So by these definitions, the most naked you could be is having maximised exposure, taboo, and risk. So that would be something like fully naked, clean shaven, with your hands tied behind your back (exposure) while wearing a chastity belt/cage, nipple clamps, a large butt plug, and a ball gag with degrading words written all over you (taboo) and walking down a busy high street at peak shopping time (risk). But if you do that, I hope you enjoy your prison sentence
As an aside, I personally like to min-max. For example, being completely naked and clean shaven while changing and showering in my gym changing rooms, not being allowed to cover up. Maximum exposure, maximum risk (my gym is always busy so I'm guaranteed to be seen) and minimal taboo.
Another example is I like to get changed into my swimwear while I'm on the beach itself, not beforehand. I get naked (maximum exposure), I can choose how busy the place I change at is (variable risk) and changing into swimwear there isn'y exactly unheard off, but neither is it normal (medium-low taboo)
A further example is a naked walk in the forest. I might be fully naked, clean shaven, and perhaps with my hands tied behind my back, or perhaps be far away from my clothes, or perhaps both (maximum exposure). It's definitely frowned upon to be walking naked in a forest, so if I see someone I would have to hide, and with my hands tied behind my back it would be clear there was nothing innocent about me being naked there (high taboo). The forest near my house has very very little footfall however, so the risk is pretty low.
